Monday, Feb. 4 — At 12:08 p.m., OSP stopped Eric Noalan of Shelley, Idaho, for a traffic violation on Hwy 140 west at milepost 53. He was subsequently arrested for possession of a controlled substance-methamphetamine. He was cited and released at the scene.
